The HS code (Harmonised System) is an international customs tariff number used to classify goods. The EUDR uses these codes to define its product scope: Annex I of the regulation lists the relevant HS codes for each commodity and product.
If a product's HS code appears in Annex I, the product is in scope and the due diligence obligation applies.
Why is the HS code important under the EUDR?
The HS code is the simplest way to check whether a product is covered. The EUDR applies to defined commodities – including wood and wood products – and lists them by HS code in Annex I. If your product's code is on that list, you are affected.
How do you use it?
- Determine the HS code of each product
- Check whether the code appears in Annex I of the EUDR
- If yes, record it in your due diligence statement
Where does the HS code appear?
The HS code is part of the product details in the due diligence statement, alongside the description, quantity and geolocation data.
In short: The HS code is the gateway question. It tells you whether a product falls under the EUDR – the binding list is Annex I of the regulation.
